		<description>Long convoluted statements like that exist for 2 reasons:

1)The writer really isn&#039;t sure of what they&#039;re talking about, and keeps trying to find it, or

2)They&#039;re purposely trying to confuse the reader. 

I think the occupiers, etc. are #1.</description>
